In a nuclear bomb, you need a chain reaction, where every fission causes MORE than one additional fission, preferably 2 or 3.
But in a nuclear fission reactor, you want to control the chain reaction so that it does NOT explode, and you do this via a moderator that absorbs some of the neutrons, and the resultant neutron production rate is 1 for 1.
